The saying 'Always read the fine print' really stands out in this issue. I did find the section you are talking about on that page, but if you look next to the part that says 'Free apps from Apple' it has a tiny little 7 next to it, meaning fine print text number 7 (at the bottom of the page) applies for it. If you were to read the fine print in this, it says the following:

This is probably why you cannot get these apps for free. It might help out if you go visit the website provided in the fine print, it may give you some more details.
